Staring can indicate aggression, interest, or just plain old tiredness. Give the person the benefit of the doubt, and look away if it makes you uncomfortable; could be he just had a bad day at the office.

I can remember my mother telling me don't stare it's rude. She'd tell my brother the same thing but he would do it to antagonize the other person into a fight.
