what does it mean when a guy stared at another guy too long?
Does it mean he want to pick a fight?

Staring can indicate aggression, interest, or just plain old tiredness. Give the person the benefit of the doubt, and look away if it makes you uncomfortable; could be he just had a bad day at the office.

I can remember my mother telling me don't stare it's rude. She'd tell my brother the same thing but he would do it to antagonize the other person into a fight.

- He wonders if he is someone he knows but he has myopia, has forgotten his glasses and tries to focus, so it takes longer.
