This isn't an uncommon problem. Usually it happens due to decreased sensitivity when the condom is on. Try getting ultra-thins [if you're willing to spend a little extra, Kimono brand ultra-thins are usually considered some of the best]. The condom isn't as thick so there will be more sensation for him. Also, make sure you don't have 'extended pleasure' condoms; they actually contain a numbing agent which can definitely interfere with things.
Does he get soft right away? Putting on a condom can seem like an unsexy thing to a lot of guys. Help him out [though make sure you know how to do it properly too]; either just put it on by hand or learn how to unroll it down his penis with your mouth. I know quite a few guys who go nuts for that one. HOWEVER, if you do this, do NOT use teeth. Teeth can lead to either condom breakage or [if you bear down way too hard] a very unhappy boyfriend.
If neither of these work, try talking to him. Does he know why he's getting soft? It might help him adjust if he masturbates with a condom on. And if it still doesn't work, try going to a local clinic and asking if they have any advice. Don't be embarrassed; they've heard everything.

Oh!! I'm sorry. Maybe he's just under alot of pressure like he feels like he has to perform. Which we all do. Maybe is just cuts off too much circulation. Try getting larger condoms. They come in bigger sizes.

..maybe you have to make up your mind.. it's not yet time to do that thing.. wait until you get married.. but if you insist, you better look for other alternatives instead of using condom.. but i would still say, you save that for your honeymoon..
