If you have a no objection letter issued from your former employer (Saudi German hospital), you can apply for a new visa in Saudi consulate/embassy. There is no specific time duration stipulates to wait for a new visa. If you don't have the NOC, then you should wait for one year from the date of departure to enable you to apply for a new visa.

Note: The NOC should be attested by the Jeddah chamber of commerce and Ministry of foreign affairs, Saudi, prior to submit along with your new visa application.

Good luck.

it will depend on how many are in the queue at the time,in a recent visit I was able to fill in the form whilst in travel handing the form in at passport control the queue of around twenty people only took a short while, from exiting the plane to collect baggage and get though customs, passport control took around one and a half hours
