It was featured in Friday's Northamptonshire Evening Telegraph, so I assume it is by a Northamptonshire artist. It pictures an old man sitting next to the empty chair where his wife once sat.

It's by Charles Spencelayh who once lived in Bozeat. There is a link below to an article about him in the Evening Telegraph ans a further link to a brief biography

I did an internet search that brought up nothing. I'd say e-mail the paper and ask them about the painting. They should have all the information you need about it and the artist!
