If you are working the shoulders, in addition to pushups, there are many exercises you can do in order to build strength and reduce fat in the arms, that require no form of weightlifting.

Probably the best way to do this is to swim. Swimming is a great full body workout and will get your shoulders lean in no time. Also, running would be great for that.

For exercises which have a direct affect on the shoulders, try doing pullups if you can. If not, here is a great exercise to begin with which will greatly affect your shoulders and under arm. In the Marines, we used to do what were called footlocker dips (named because we did them on footlockers). If you were to take a coffee table or box or something, you can do these. Using your arms to prop yourself up, lean you legs outward, so that your body creates a 45 degree angle with the floor. Lower yourself down, so that your butt comes down about 2-3 inches above the ground, then lift back up.

After you finish with modified footlocker (coffee table) dips, try doing elevated pushups off of the same table.
