I need to rotate, lighten and resize a bunch of photos...is there a program out there that is free to download, and where can I get it?

You can try photoshop CS2. It's the best out there. Get the 30 day trial.

There are many downloads on this page, the first one is the photo editor. I've used the pay version for YEARS, and I ADORE IT. I am a certified graphic artist, and have tried several photo editing softwares, but this one put the rest to shame IMHO.

the best free photo software that can do all the tasks you mentioned is the free software from google : http://downint.googlepages.com/photosoftware.html
I personally use it and it is fascinating. it can also help organize, search and even print photos.

For what you want to do, try picnik. It is a free ONLINE (you don't need to install anything) service. Go to http://www.picnik.com/ with your web browser.
