With a small wedding you have so many opprotunities, just as many if not more than a large wedding.
You could do a "location wedding" like in the Bahamas or Bora Bora or somewhere exciting for the both of you (also, could honeymoon there). With location weddings, you can keep the guest list small.
If you guys are more wanting to stay in your area then find a nice place that you both like (like a hotel or bed/breakfast or a park, etc) and hold a small ceremony there.
Also, some major budget blunders that people make mistakes with when it comes to small weddings is the apparel costs. With a smaller wedding, people tend to go more casual. For the bride, maybe a nice white dressthat you like and for the groom, a nice tailored suit. I've noticed that when it comes to smaller weddings, a lot of people keep it simple.

Okay the key thing seems to be that people think simple and small means cheap and bland. You can have the most elegant classy affair that doesnt look cheap or bland. I would skip the church if you are going for small as it will look empty. Maybe try a chapel or a bed and breakfast. A ceremony in a park with a gazebo is a really elegant venue. You could have it by water like a lake or pond or on the beach. The best thing about keeping it small is you don't have so many extra people to deal with and the quality can be so much better. If you have one attendant on each side that is quite the savings. I would hate to have a "big wedding" i would like it to be much smaller with much better quality everything. A lot less hassel alot more intimate and meaningful. NO 20 tiered cake that costs the price of a car and tastes like cardboard because its been sitting there all day. You can have an elegant meal in a restaurant vs overcooked chicken on a buffet table for 300 people for the reception
How about an elegant mountain side resort (if applicable) where not only can you have the ceremony by candlelight over looking a lake at dusk you can honeymoon there also. Check into what there is in you area and go from there but look nontraditional and dont necessarily announce that you are looking to hold a ceremony there until it comes time to talk cost. Go visit a few places and see what there is out there

How about a summer wedding on a beach. My brother got married at his house and only had immediate family there. There are so many different ways to do it but basically it is all about how many guests. My friend just had a small wedding and had the reception in a hotel. The room was small but big enough for the guests she had. It did have a dance floor and a bar. It wsa cute. Make your own food, take your own pictures well you know what I mean. Just have a maid of honor and best man. Bridesmaids are just for looks basically. My friend did everything cheap reception. It was $20 per person but everything was taken care of. The food was good, the tables looked elegant yet simple, the cake was taken care of by hotel staff and there was no clean up or set up. My favorite idea is the beach however. A beach wedding is so romantic.

We're being married in three months (June 15) in the small chapel area at a local church. We have a small guest list of 30 people, just my sister and my fiance's brother as attendants. After the service we are having a Dinner Reception at a very nice restaurant, not having a dance. Instead of wedding cake we've opted for petit fours, a wedding cake for only 30 people just looked so small and pitiful! The petit fours looked rather elegant. Our wedding attire is very simple and elegant- the dresses have no beading or pearls, and we're carrying just a few fresh flowers. We've ordered the personalized M and M's with our names on them to put in small tins with our guests names on them, using them as both favors and placecards at the tables. We aren't having any extra decorations at the reception, using the Unity candle and the two bouquets for that. (Put the bouquets in a vase of some sort to keep looking good.) We're still trying to think of unique things to do....
I think that just because a wedding is small and simple that it can be very elegant! Think quality, not quantity.

How about having ceremony at an outdoor location such as a park that may have a gazebo and beautiful flowers around?
Maybe there is a local garden area, kept up by a small organization that lets it be used for small ceremonies?
Is there a nearby bed-n-breakfast that has a beautiful setting and you could also have a luncheon or dinner there with the guests that are invited, plus it offers a place for you to have the honeymoon?
Is there a local site that maybe is an historical area that allows for small ceremonies to be held?
Beautiful beach nearby, sunset ceremony?
Majestic mountains nearby??

Look for some local wedding chapels in your area. They are very cost-effective and easy to plan. If available, check out several to pick the one you like the best. They usually offer all-inclusive levels of packages as well. You'll still get the whole wedding experience with the most minimal amount of work and expense.
