First download it.
On Windows run the installer. It has an install wizard, or
on Unix extract the archive.
Run the startup script in the bin subfolder where tomcat is installed. All the documentation refers to this as the variable $CATALINA_HOME

That's mostly it. Refer to RUNNING.txt which comes with tomcat.
