Blood is rushing to your muslces that you just worked. For the ice cold areas, your body has only so much blood to pump throughout the body, thus some blood must be taken away from other areas to flow to areas in high need (ie the muscles you just trained).

if your working in air conditioned areas or even in the wind your not gonna stay hot forever your body is wet and your cooling off on the outside well your burning up on the inside. Where sweats when you work out to keep warm and where reasonable cloths after you shower to keep from getting sick sense a lot of you will still be hot.

sounds like poor circulation to those cold areas, stretch and massage to improve it before workout

Yes! my feet go like that ! its something to do with poor circulation.
