I talked to a recruiter online and he told me that some states after you enlist in the army national guard give you your uniforms after you enlist. Does anyone know if Ohio does that?

If you enlist and then have to wait say 3-4 or however many months before shipping out to Basic. Then yes, the Guard will issue you a uniform so you can have one for weekend drills. The uniforms will not have your name or US Army on them but you still will get some. I believe this is how all state guard units are...I know thats how AR is for sure.

If you are a delayed enrollment - you will be provided one uniform (more than likely the older woodland camo) and boots.

You will be provided all of your BDUs and such at Basic & AIT. Depending on the rules (sometimes its all returned - othertimes its issued) on successful completion of Basic & AIT - you are provided the cloths. You will do a 100% showdown at the time of leaving and when you show up to your unit. You are then accountable for the items (if you lose it you buy it).
