lamps are preferable to ceiling lights for warmth and class, but if you need an overhead light, select a chandelier with several globes that open on the top, not the bottom. Globes that open on the bottom expose the harsh light of the bulb directly in your eyes. The light should have at least 3, if not 5 globes with low wattage bulbs. The chandelier should be a drop mount rather than a flush mount to the ceiling. By dropping the fixture, the lighting is diffused and is reflected softly throughout the room. Flush mounted lights reflect directly off the ceiling (usually bright white) creating a workroom effect.

I'd go with a nice ceiling fan/light fixture combination. I have a 52inch Hampton Bay fan an light in my living room and the dining area in my kitchen(no formal dining room). They have an antique brass finish and are quite fancy. Fans will add comfort by helping circulate air in the rooms. The style of fan and light can be as classy as you want.
Florescent fixtures always make me think of commercial buildings. Chandeliers or flush mount fixtures can be very classy, but won't give you the added comfort of a ceiling fan.

I don't think a ceiling light does, I think you would be better off with wall sconces and table lamps. Even floor lamps are better than ceiling lights. Unless you have a huge room with high ceilings I'd stay away from chandeliers.

yes you should really paint the same colour for both as it gives a sence of continuity and space, if you want to birghten it up a bit you could do a feature wall in each room with contrasting wall papper like a floral on one and a stipe on another, i think a duck egg blue paint would go well with the furniture than you have good luck

It depends. Is your living/dining room formal? If so, I'd go with a chandelier. If it's more semi-formal, I'd try pendants.
