can i make one? i know the ingreadients for it. is it illegal or legal b/c alot of people do it on youtube and google video? will i get in troble for it?

Any IED (improvised explosive devise) it' s illegal. Yes you can get arrested if you possess it or discharge it in a public place or within city limits.
"Possession of an explosive devise" - felony in most states.
Do not play around to get your self in trouble.

Of course it's legal. 20 minutes have passed since the last time you asked this same question and in the meantime every state in the union has changed its statutes so you could pretend you are making an episode of jackass. Half an hour has passed so do whatever you want now.

It's an explosive just like any other type of bomb. It depends on how big the explosion is. If you do make one of these, be careful. They can easily blow your hand off. A lot of times, it doesn't explode right away, then someone will go up to pick it up and it explodes in their hand. Bad.

Just because ppl do it on YouTube doesn't mean it's legal... it just means that they need to get a life. (You might consider that as well.)
