I had a penpal. His an inmate in DCI Lousiana. Charge with 2nd degree murder. On Feb. 2010, he will be completed his sentenced and set free again. We had a better understanding with our relationships. We want to marry, can we get married? Even if he didnt completed his sentences yet. Is there any possibilities that we get married. Im living in the philippines. How could i enter in the US country?

You want to marry someone convicted of murder? I don't think immigration should be your worry! Have you met him in person? Please be very careful!!!

you need to go to this site,
www.uscis.gov/
he will have to apply and pay the fees.
he will need to prove that he has a job, place to live, and can support you.
for starters.
You can not apply for this on what you said.
but you can read and maybe find a different way to come, vacation visa?
