ebay often has listings of yarns for relatively cheap, depending on your idea of cheap.
If you really want cheap, consider recycling--go to your local thrift store and buy wool sweaters, unravel them and re-use the yarn. If you try this make sure you only purchase good quality garments to recycle. These days thrift stores have quite good items available.

Lewis crafts, eBay might have cheep wool but their shipping can be expensive! Try a local craft store. good luck!
