sadly, no. When it comes to "animal abuse" laws, the Japanese are about 30 years behind and the police don't investigate things like that. Upsetting and shocking as it is, there isn't much you can do.
However if you are moved to do something, why not get someone to write up a few notices in Japanese and post them around the area where you found them. You might be surprised, the power of the neighbors and rumors around the area might just turn up a suspect. The police wont do anything, however giving that person a bad name is sometimes worse than the police.

Haven't you heard, there are too many dogs and cats over there anyways. They aren't going to even look into this. It's also well known that they have the loosest animal protection laws of all.
