What does it mean when a guy says that he's single(when clearly he has a girlfriend) when he finds out that you're pursuing someone else? He keeps telling you that but you don't believe him.

Single means that he is not married or in a long term exclusive relationship.
You seem to believe that you can only be involved in one relationship at a time. You somehow believe that you chasing someone else means that you cannot be involved with anyone else but the guy you are running after.
Believe what you wish to believe, but in spite of him dating someone else, he could be interested in you. Many people are greatly mistaken about boyfriends or girlfriends. These relationships are not totally exclusive. Marriage usually is.
Unless you and the other person specifically vow to be exclusive, dating relationships are not.
