Like it or not, parents have the authority to decide when and where their teens may drive. They can and should set rules and boundaries for their kids when it comes to driving, because parents have more experience in matters such as this. They were young drivers once too, and are very aware of the consequenses and responsibilities of driving. They are also liable for their teen drivers.
Time behind the wheel in optimal situations will give kids the confidence, and hopefully the respect needed, to operate a car safely. And gradually, as their skills develop, they can move into other driving situations where skill and attention are absolutely a must, such as freeway rush-hour or highway traffic, busier city traffic, night driving, hazardous weather conditions, and so on. Most parents have these skills, that's why they're better drivers, IMO.
Just because a kid gets a drivers license doesn't mean they are safe drivers. It's a learned skill, just like anything else in life. Takes time! One other thing I'll add, just from experience... there are a lot of careless drivers of ALL ages out on the road, and as a parent, I wanted to make sure my kids knew what to do instinctively and defensively to avoid a potential accident caused by a drunk driver, children running into the street, a blow-out while driving at highway speed, and so on. It's not that I didn't trust my kids' driving, I didn't trust everyone ELSE out there!
*Accidents* are called that for a reason, no one sets out to have one on purpose.

well if they are stupid, kids cause accidents. But i've seen a lot more irresponsible adults than teenagers, sorry people. WIth the coffe and cell phone and big mac

Parents have more experience making them the safer driver. You are fooling yourself if you think you know more than them.
