If your sure its Formica, lacquer thinner will work. Try it first on an inconspicuous area. I presume you're referring to paint smeared during a wall painting project. If your meaning ********* the entire cabinet, look for something else.

Latex is water-based paint, so take a very thin rag, put it over the edge of a putty knife and scrape very carefully. It should come off quite easily. Don't rush this job! Take your time and the latex should come off like butter.
