Always wondered if any US State issues such a thing, as I have not seen one myself.

Some might assume that a Handicapped person may not have much business operating a Motorcycle...but still, how does the law see this?

Yes - at least a dozen states issue or have issued handicapped motorcycle plates:

Here in town we have a man in a special built Harley Davidson Three Wheel cycle driving with a wheel chair and handicapped plate. Harley built the bike special for him. It is a Missouri state license plate.

Yes, they do have them available in some states. I've seen them before. I collect license plates for a hobby! Am I allowed to put websites on here? yes you can get handicapped license plates for motorcycles.
