yes there are 16" sized trainers that can be attached to a 26" bike. it will be hard to find and somewhat expensive, but some shops will be able to order one.

Yes it is. You can either change the wheels on the training device (adding larger wheels) or make the arms of the brackets holding the wheels longer. The first, is the easier solution.
