Actually, the answer can vary depending on height, build and how you carry your weight. A woman who is 5'3" and apple shaped (heavy in torso, thinner legs and arms) may weigh 230 pounds, but due to her gaining her weight around her middle more because of her frame/build, she may have to wear a size 26w.
Conversely, a woman who is 5'9 and only weighs 205 but is pear shaped (gains her weight in her rear end and her legs) may have a smaller waist, but due to her lower body she may have to get a size 26 to fit over her legs and butt. In addition, you can be a woman who is 5'6 and has an hourglass shape and weighs 270 pounds, but if you tend to just gain everywhere on your body....torso, legs, hands, arms, neck, etc. and you have to wear a size 26 because of that shape.
I would say that the best gauge of size isn't weight as much as it is actual measurements. A woman's clothing size is roughly their waist measurement minus 20. So if your waist measures 46 inches, you are a size 26. If your waist measures 31 inches, you are a size 11, and so forth.
Weight is a very arbitrary thing according to my doctors and other MDs as it is not just based on fat on your body, but also muscle, bone density, and water retention, especially if you are a woman. Your weight can vary for a lot of reasons, so don't put as much stock in that number as you do your overall health, your measurements and how your clothing fits.

People carry their weight differently, I look at lot smaller than people would think I was when they know my height and weight. I'm REAL short and I weigh 160 lbs, and I wear a size 9, but I'm just a solid person. Just but a scale, or jump on a scale at a store that sells them.
