Little sisters are annoying...I have 4 of them!! Depending on her age: give her some crayons and coloring book, put on a DVD. Bribery always worked for me or even a little blackmail =}

Little brother's and sisters can be a pain. It's great that you are trying to let your Mom get some rest.
You didn't say how old she is, that might help us give you advice on the situation.
Get her settled with toys or a movie. Tell her if she keeps hitting the computer keys or turning it off she is going to have to go to time out. One minute for each year of age is appropriate. Consitently put her in time out each time she hits the keys or turns it off.
Tomorrow I would talk to your Mom about your sister being on a better routine. It sounds to me like she is developing some bad habits and Mom needs to step in.
Where is your older brother? If he created this pattern of up late behavior he should be sheltering some of the responsibility for her.
Also, in the future no candy after 5 pm and if she takes a late nap someone should wake her up after a short period because she is throwing her sleeping cycle off, not good for growing and deveopment.

I feel for you! I have two younger sisters and two younger brothers. All ranging from 15 to 15 months. What I would try is find something constructive for her to do.Maybe find a game for you and her.Or start taking walks outdoors. Show her you want to be her friend and a good older sister. You'd be surprised how just a little attention can go a long way. I mean think about it... who is she gonna go to for boy trouble or fashion tips later on. If you can win her trust she will start listening to you. But you can't be the one telling her what to do ALL the time. Hope this helps.

Give her a big hug and let her sit with u at the computer. She may be a monster today, but one day she will be ur best friend. She only wants ur attention. Let her sit on ur lap as u serf the internet. The screen changings will tire her. And tomorrow don't let her sleep at 3. I'd be wide awake and annoying too.

Spend some time with your siblings, instead of being online. Im sorry you are left being the "Parent" and left responsible because mom needs her sleep. Your mom should of formed a better structure for you and your siblings since she is working. Noones perfect tho. Now, your left with being the "parent" of your siblings. As, your mom sleeps. Gee, I know plenty, who work and can still make sure their children are provided for. However, if you are 15 or above, its time you contribute to helping mom. If your 14 or younger, its time to tell mom you can't handle it.

I have one too. One that tattles, bothers me every second, punches and kickes, and even blackmails.
To get her off my back allI do is tell her I'm going to tell my parents, hit her back, or tell her to stop in a bonechilling seriousness. Then I grin after she goes up the stairs, leaving me alone for about an hour or so.:)
