Even the police, insurance companies and DVLA can only check who is the registered keeper of a car.
This may not be the same person.

The registration shows who is the registered owner of the vehicle, it also has an area to be completed if there is a lienholder/legal owner. This would be the person who "holds the title" until the loan is paid off. A registration form is basically a copy of what is on file with the title, however, it cannot be used the same way as a title.

well if it is a matter of sincere importance, where i live in Ireland the police can help, if its a girl/boy you fancy just hang on or leave a note.
