Yes you can join a gif & mp3 & make the result into a single .exe file.
I use a program called slide show pilot to do this (you can have a slide show or just one picture)
All you do is drag & drop your gif or gifs into a pane & click on an "add audio" button to add your mp3 then click start to combine into a single executable file which will play your gif & the mp3 at the same time. Download from

attempt a utility referred to as Honeycam! Honeycam is an extraordinary software which could checklist portion of your show screen and generate a gif. only checklist the portion of your video with this software, and you'd be waiting to export it as a gif.

Nope. You can only do this with programs like MS PowerPoint, but you can't combine them them both together (and have a .gif extension...it would no longer be an image file).

gif file cannot contain sounds. the only way you can put both animated picture and sound is through swf files.
