Uncle Remus Tales, I think it was "Song of the South". A Walt Disney movie. There was this story about a baby that was made out of tar to fool someone.

That's as close as I can get. It's been a long time since I saw it.

it means your very dark skinned....black as tar, im not sure where it comes from but as a kid if you were dark...you were usually called a tar baby
