Well looks like you have a problem maybe you should try and just walk by him and maybe bump into him then say sorry and tell him your name and ask for his name maybe it would go from there i dont know if this will help but i try so i hope it does

if he comes from afar than ask him about where he came from what his parents are like and if he is polite he will ask you about you which is probably what you want, than you can ask him about what he likes to do on the week days and week ends, and than you can ask him if he is free on friday, or anyother day to go get a slice of pizza or somehting else

is he worth possibly getting hurt for?
would you be willing to risk that?
if so
ask him(if you need more help, ask another quesiton)
if not
then you can wait and not get

Just walk up, introduce yourself and be like "Hey what's up I'm ________". and just share interests, maybe show him around the school. Good luck!
