well if hes really shy usually all people need is a little push.
next time hes flirting with you, maybe if hes behind you just turn your head to the side and give him a kiss on the lips. don't be really quick about it. but dont be slow either, just give him a kiss like you've done it before. it'll make him feel secure, and make him more inclined to start wanting to kiss you.

I know you are probably ready to bust a slob, but the hard thing is you have to wait. He probably know that you both like each other but maybe he isnt ready. Just wait because if he really wanted a kiss and he like you he would of been came out the shyness. So just wait.

If at the end of the day, he still hasnt kiss me and I sense that we have a great chemistry, I will give him a peck on the cheek or the side of his lips to show that I want that move to be made on his side and will wait to see what will happen. Good luck!

Go up to that kid randomnly in the hallway, smile and then lay a kiss smack on his lips.
He will absolutely love it because:
a) He is shy and it will take the pressure off him
b) He likes you and his #1 wish for the fairy is probably to kiss you

I used to be just like your boyfriend! Wow!! Deja-vu! But my

there are many shy people - guys out there and I am one of them . well, try to create an atmosphere for this romantic endeavor. not all people like to show affection and kiss in public even if both of you in such harmony and agreement
For some people there is a social etiquette they might believe it and try to observe it. maybe you can create the timing and place. suggestions --- think of reading prose or Porty, excerpt from romantic novel
