Are the letters actually addressed to you? Do you honestly have no obligation to pay this debt? If both of these are true, you need to call the collection agency and let them know that you have no part of this debt. They may be reporting you to the credit bureaus. Make sure this is not happening. Then let them know that the debtor does not live at your address. The letters will stop.
If the letters are just coming to that person, but at your address, call the credit agency and tell them that the person moved. They aren't harassing you in this case. They are just sending letters to the debtor and waiting for a response.
Its possible that your ex-roommate used you as a reference. In this case, they are sending letters to your address in an attempt to contact the debtor. They aren't harassing you - they are just following up on a lead that they were given.

Just mark it "Wrong Addressee" or "Addressee Unknown" and put it back in the mail unopened. Make sure you mark through the bar code at the bottom of the envelope or it will just come right back to you.

§ 806. Harassment or abuse [15 USC 1692d]
A debt collector may not engage in any conduct the natural consequence of which is to harass, oppress, or abuse any person in connection with the collection of a debt. Without limiting the general application of the foregoing, the following conduct is a violation of this section:
(1) The use or threat of use of violence or other criminal means to harm the physical person, reputation, or property of any person.
(2) The use of obscene or profane language or language the natural consequence of which is to abuse the hearer or reader.
(3) The publication of a list of consumers who allegedly refuse to pay debts, except to a consumer reporting agency or to persons meeting the requirements of section 603(f) or 604(3)1 of this Act.
(4) The advertisement for sale of any debt to coerce payment of the debt.
(5) Causing a telephone to ring or engaging any person in telephone conversation repeatedly or continuously with intent to annoy, abuse, or harass any person at the called number.
(6) Except as provided in section 804, the placement of telephone calls without meaningful disclosure of the caller's identity.
Its not limited.
Look up your state law too. Probably has something about harassment too.
If you still don't know what to do, hire a lawyer. There's one on every street corner.

Scratch out the address and write next to it "not at this address"
Stick it in the mailbox to be returned to them and don't worry about it.
