For this I would see a dentist and let him refer you to an oral surgeon as this may not be able to be done. Usually once the frenum is torn it can't be reattached without tearing again. I've never heard of a procedure where the surgeon does something to decrease the mobility of a patient's lip. Intuitively, this sounds like a horrendously bad idea, especially when there are a number of other procedures to address a "gummy" smile.
The problem to which you refer sounds like a skeletal problem, perhaps a vertical and/or horizontal maxillary excess.
Talk to your general dentist about it, and he/she may refer you to an oral surgeon to have it evaluated.
