Do you think the person who does the breaking up, meets someone else sooner than the person who was dumped? Maybe because the dumper was already emotionally out of the relationship? What do you think?

Maybe but not always, it could be a situation where everyone (the couple) knows that the relationship is over, and finds it easier to stay in the relationship than to change things. So when someone finally has the will to end it, they both find someone relatively quickly. I have seen this quite a few times.
Another situation would be where the relationship was so plagued with problems, that after the break up, the one who initiated the break up stays single for a good while, on purpose, since they have finally found some freedom and peace.

Usually yeah... I have seen it the other way around though. People that break up sometimes have the reverse reaction and they feel like theyre never going to find someone they like and they just give up looking.
Or, the person that got dumped feels lonely and detatched and really is just looking for someone to fill a gap in their life so they hook up with the first available person they meet.
Or the person that got dumped hooks up with someone in order to make the person that dumped him/her jealous. This rarely works but people try it anyways.
Normally though, you're right. The person that dumps the other one is already over him/her. The other person still loves/likes the one dumping him/her and when its over, they are somewhat upset about it and they need time to get over it.

yeah i agree the one who does da break up finds someone faster n sooner den tha one dat got dumped
