Trying to find birth Record (Orphan)?

I do have a US Passport which i got on a letter from Foster care services some years ago.But social Securty needs a birth certificate which I don't have and the state listed in my passport has no record. Just trying to get my social security and they are not making it easy.

Sounds like no birth Certificate, no draw SS.
A U.S. passport does mean your a U.S. citizen.
