It is illegal for regular people to import prescription drugs into the U.S. They can be convisicated. However, customs normally ignore it if it is less than a 3 month supply.
Mexico does have problems with counterfeit drugs.
This is not affecting U.S. pharmacies.

They are allowed to buy drugs there if they get a prescription from a Mexican doctor. It's easy with a prescription from an American doctor. I would think its easy even with out an AMerican doctor. Its cheaper in Mexico. Drug company sells the drugs to third world nations at a discounted price. Americans are mad, but its kind of socialistic way of handling drugs sales. Drug company sells to Mexico at the cost of production plus extra for profit. THird world has a hard enough time paying for that. This is also partially done because other drug company pump out knock offs even before the patent expires(in the Developed world) . Patent law is different in some countries so they can get away with pouching. When drug companies sell to the developed world they sell with maunfacturing cost, research and a small amount of profit. Research is extremely expensive, especially if you figure in all the failures a drug companies have in producing drugs. That is why there is a huge difference in cost between the U.S. and Mexico.
It is affecting US pharmacies, but not as much as Canada. The law was made so someone can get an emergency prescription when traveling. Also remember when you travel, you need to be able to carry your prescription from country to country. I know people are abusing it, but the alternatve is worse. If your on a cruise and accidentally lost your prescription, don't you want to be able to refill it when you enter port.

Funny.
I got a secondary respiratory infection while I was in Puerto Vallarta (folks, if you swim with the dolphins, watch out for water quality).
Like an American sap I went to a doctor hoping to get a prescription for penicillin.
Trying not to laugh, he wrote the name on a paper of the drug I wanted.
It wasn't until I got to the pharmacy and saw the penicillin and other drugs on the customer side of the counter like life savers that I realized I had never needed a prescription.
So, yeah, I guess Mexican pharmacies would be happy to sell prescription drugs to US visitors.

Cheaper and all you have to do is go to the Mexican doctor and ask for a prescription and he will write it for you. Then you walk next door to the pharmacy and get whatever you want. It's highly unregulated and in my opinion dangerous. My question is why are you so concerned about the Pharmaceutical Industries profits? They make more than enough raping all the US citizens with their higher than necessary prices. Sheesh.

there are many people on fixed incomes and have a choice either go to Mexico and but their medicine cheaper or in many cases do without them or their food , I met a older lady and she had a lot of dog food in her cart, so I asked her about her dog and she had this little dog about the size of a small kitten, but I didn't say any thing but later found she lived nearby , so I decided to offer to help her with her chores , yard work etc, she was real happy, later I found she was eating the dog food as that was all she could afford and a lot of her medicine she didn't buy for lack of funds, my wife and I have made friends with this lady and invite her over at least twice a week to eat with us , we have also got some of our neighbors to help and we buy food for her as often as we can, but, don't you think it is a shame that our older citizens have got to live this way when we give $billions to other country's and they are our enemy's in so many times, is this
what I spent 23 years in the marine corps for??
F,Y,I, the drug cartel pretty much owns the politicians in America with their lobbist hands full of bribe money, so who do you think they are going to protect? you and me. or their bribe money? they don't have mexico in their pockets yet,
