My best guess is ?Cuantos estudiantes tiene? Is this even close? Of course there are is an accent over the a in cuantos and the question mark at the beginning is supposed to be upside down. You're not doing my homework, just being a temporary tutor. Thanks.

The phrase is correct.
Now, if you have a PC, the way to do the opening question mark is to hold the Alt key, and do 0191 on the numeric pad.
To do the accented á, hold the Alt key and do 160 on the numeric pad.
¡Con gusto!

Yes, you are right, if you are talking to somebody in a formal way.

informal would be:
¿Cuántos estudiantes tienes?

¿Cuántos alumnos tienes? (How many pupils do you have?)

¿Cuántos alumnos hay en tu salón? (How many pupils are in your class?)

In Mexico, we seldom use the formal "usted."
