Make sure the old stuff is smooth and the edges are still stuck down first. I fthere is a tear or a hole in the old stuff you'll want to fill it in or smooth it over with caulk or putty first. I good tip for holes it to take a tin can lid and glue that down over the hole. make sure it's clean and there no dirt or ANything on the old floor before you begin. You will be able to see all bumps through the new floor. Use a rolling pin to smooth out new floor when putting it down and do your best to spread glue as even as possible.
Do not not put vinyl flooring over more than 1 layer of vinyl at a time if there's already two layers you need to tear up and put new subfloor in. If you don't you're pretty much wasting your time because it's going to look like crap.

If the existing vinyl has an indented pattern then you will need to rip it out or apply a floor leveler on top to smooth out the floor surface. Once the floor surface is smooth, lay the floor down as per normal vinyl installation

it the vinyl has an indented pattern you will need to use the floor leveler made for filling vinyl flooring. they also see a deglosser to remove the gloss from the vinyl so the new glue will stick. you also want to make sure the edges are laying flat with no curles anywhere.

boy ...sounds like everybody is giving you some good answers , yeah smooth clean level embossing dry dust free,one thing you havnt heard yet is DONT use too much glue , like 1/32 trowel notch is all you'll need and let the glue flash for 5 min .after spreading other wise you'll get GAS bubbles

I have done this many times.
The existing floor must be sound (no loose spots). The floor must be "squeaky" clean. I use TSP, a general-purpose cleaner that leaves no residue (available in paint stores).
