You have several options as the parent/
Leave him alone and say nothing/ It is normal behavior/Now you don't want him doing it when you are entertaining friends but explain to him at another time that what he is doing is ok but to do it in his private space in other words bathroom or bedroom/ It is best if Dad can do this as he is like the child and will be more accepting/ It is a tender moment/ How old is the child? Yell at him and you alienate him and make him feel embarrassed and that he has done something wrong/ It is not unusual or odd/

Masturbation has a lot of psychological bad effects, may be medically it is normal
It makes a boy's penis to be a passive where a penis have to play an active role during love making with opposite sex. It should move in something not something over it.
A person becomes habitual of play it so privately as he wants, but when the time comes to have sex with someone else, (wife), he feels difficulty to share and the feelings of vagina are not same like hands, so it creates problem as lost of erection, during intercourse.
During masturbation only consecrates on his penis and ejaculation, so he don't enjoy his wife's body after marriage. It results in premature ejaculation problem.
Guide him carefully and politely.

Hopefully, mom should explain that it's completely normal and that it should be done in private.
