If you are asking about turning an ordinary track with vocals into an instrumental for you to sing with...that is the purpose of a mixer and to some extent an equalizer.
When music is recorded, usually everyone is on a different mic, and they often do everything separately (drums, other percussion, vocals, bass, lead guitar, backup guitars, keyboards, horns, etc.) They "lay down" a track with one, and then play it for the other musician to hear while they play their part, but it is with earphones on the musician's ears, so their track is isolated. When everyone has added their part to the song, then they put it together, with adjustments to how loud everyone is, and playing with the echo, etc, and when they have it all figured out this is what you hear on the CD that you purchase.
So yes, you can take the music apart but you have to have the equipment to do it and know how to use it. I don't think there is software for just everyone to get, it is probably very expensive.
Then there is the question of, once you have the vocals taken out, and the music is how you want it, you have to get the lyrics to coincide with it so you can "follow the bouncing ball" as a guide to getting through the song. Which is probably done with computers, yes, but I don't know that the software is just out there for anyone to get.
