I could see if there was no industry there, like in the Midwest rustbelt, but it's right next to a seaport. What happened? Why hasn't the prosperity from San Francisco and Berkeley been realized in Oakland?

Well, it is because the city is populated with african americans, as since they can not generally afford to live across the bridge in SF, they live in Oakland. Anywhere african americans live, poverty, crime, drugs and higher welfare rolls are sure to follow. This environment also drives out businesses.

Some parts of Oakland are very nice and expensive to live in, like the Oakland hills. And San Francisco has crime ridden parts too. They both have good and bad parts.

But somehow Oakland has a higher murder rate.
