If i was arrested 2 years ago for retail fraud (shoplifting) and the Merch was only 50 dollars, and i moved away a week or so later yet i left a fwding address to the police officer to send my stuff too and i failed to recive it and i am npw moving back home to where i was arrested. can i still be arrested for failing to appear in court and if i go to the court house to amend this will i be arrested?

If you were an adult when you committed this offense then yes you will have a warrant for your arrest and you will be arrested if you make contact with the court house or the police department. Calling ahead will not do anything because they cannot confirm who you are over the phone and will not release wanted person info over the phone. Bring about $300 with you to the police department and ask them there. If they do arrest you, you can bond out then and there and then appear at your next court date to get things worked out with the judge.

You did not mention your age which is VERY important, if you were under 18 at the time of your arrest then most likely you will NOT be arrested if you go and turn yourself in. If you are over 18 please bring a few hundred bucks just in case.
Whatever you do, try to get this taken care of as soon as possible. Since you are just moving back to town it would be a great time to turn yourself in as you would feel awful if you were arrested on your way to work or while on a date, etc.
Since the amount was low and it was two years ago, deny everything....the clerk or whomever saw you has long since found a new job and most likely will NOT show up for your court case...if you did not admit to anything then the case should be dismissed for failure of the witness...this will keep your record clean assuming you have no priors.
if you were under 18, plead guilty and then have the record expunged.

You need to do several things. Go first to Legal Aid. Tell them you want to A) find out the status of your case, and B) get your case put on the court calendar so you can voluntarily appear in an effort to resolve your case. Any judge will look favorably on someone who decides to accept responsibility and seeks to get on with his/her life. Be prepared to accept a shoplifting program, a fine, or both. Good luck.

yes you can be arrested if there is a warrant out for you.
And you will have to appear before the judge to amend anything, you need to hire an attorney to work out arrantments for you to appear in court for a hearing.

Well, you probably would be arrested, but it won't be so bad if you turn yourself in. And you did give them an address, so it's not like you were running from it.

yes you will but go turn your self in it was only 50 that not so much money. u have to have stolen 100 or more to get time for that crime
