No. I would use a good primer. Latex paints have come a long way in the last 10 years.

I'm assuming the ceiling has already been painted with a sealer. If not you must do that first. Usually you can apply a sealer/primer together. The steps are:
1. sealer
2. primer (oil or latex, recommend latex)
3. A good quality ceiling paint (must be ceiling paint)
always use the same type paint as the primer (oil or latex)

Start with a good primer, and then use a good ceiling white paint, either oil or latex. Most everybody now uses latex.

come on people, you don't need any primer unless you have water stains or you have a smoker in the house...just buy a top of the line ceiling paint....should cost you somewhere around $20,00. no oil...flat or matte finish acrylic latex or just plain latex.

never use oil based paints on ceilings,easier to move if you do.
suggest use a pva solution, painted on first as a sealer.
then you will need 2 coats of whatever paint, you heart desires.
suggest wear a hat!!
