The idea isn't that he creates new ones on a whim, constantly... It's that he already knew who he wanted to exist, from the beginning, and simply puts them into the world at different times.
Then, once in the world, they have a span of time in order to find and choose their alignment and final destination. Nothing to do with religion, but rather the heart. Except to protestants (who's beliefs didn't exist until the 15'th century), the idea is that even an atheist with a good heart can and will go to Heaven to be with God again.

God creates all things effortlessly and with no self-interest of his own.
Do you think an omnipotent, all powerful God would create something for his own needs? What could he need?
Do you think that it would require effort for him to create the universe? If it did, or if he struggled while doing it, he wouldn't be all powerful.
So the only viable option to believe in is that God, if he exists, creates all things effortlessly and with no self-interest of his own.

God does not keep creating new souls. Souls take rebirth, in new bodies; so they can progress further along their path to God.

He creates souls to show his love for them and so that they can love honor and adore Him. God is an infinite being in all aspects and infinity in creation would in this light seem natural.

In those terms, I think God is naturally fruitful
and multiplying. I'm sure you've noticed this same
characteristic everywhere within Nature. It represents Life perpetuating itself. It that sense you can say that God is also perpetuating himself.
