Don't think of it as breaking a commandment or a sin. Think about all the people you are helping whose job it is to walk around and pick up all the trash. You are earning them a pay check. Or all the people you'll make feel good about themselves when they help with community service. And God likes it when you help other people. Now, I don't support littering, and I through my garbage away, but unless I'm cleaning up trash that's in the parking lot at my job (I'm a courtesy clerk for a grocery store), it stays on the ground.

The bible instructs Christians to follow the laws of the land. If you litter you break the law and you do not serve the values of the higher spiritual self. We struggle against human nature, which is sinful, and aspire to live a spiritual life. We are not perfect, but being perfected.

I guess it wouldn't be so much of a commandment that you are breaking, but rather, one of the seven deadly sins. Sloth.
