No you can not, but you can study up on the test.The ARRL web site will give you all five tests, the same tests you will be given at a test site.Just keep taking all the tests until you can ace them all then go to a test site and pay your $14.00 to take the real thing.

No, you can not.
You must take it in person at various VE testing sites. VE stands for Volunteer Examiners. Today, tests for Ham Radios are not administered by an government body such as FCC. But instead, there are list of certified person(s) through out the country and clubs that sponsor them that will offer the test, and forward the result to the FCC for licenses to be issued.
What you CAN do is to take the mock test to brush up on your skills and knowledge for the test. All the test questions come from question pools. Alghough I personally don't advise it, you can memorize them.

There is NO "online testing," BUT there IS the option of scheduling a test session IN YOUR HOME, in the United States. If you are unable to visit the test site, the exam may be scheduled at your home and three volunteer examiners come to your home and administer and grade your test, then submit the paperwork upstream. The FCC issues a license (now as I understand it, there is no longer a paper license mailed to you without you requesting one—you are licensed as soon as your license appears on the FCC database online). Volunteer examiners are licensed radio amateurs like yourself, who are accredited by a Volunteer Examiner Coordinator, which in turn is certified by the FCC.
