ok so i was just outside(in my apartments) and my friend came up with this shepard mix and I was like is that your dog? and she said ya why? and i said your not allowed to have dogs bigger than 35 pounds and clearly this dog was about 75 pounds and she said oh it is a service dog and she got closer and the dog started flipping out it was terrified there was a bout 6 people standing there and i was like what is wrong with her and she was like she is afraid of people and she was strangling the poor dog trying to get closer and you could see the fear in the poor dogs eyes and it didnt really make sence that this dog is a service dog

It is likely NOT a service dog and your friend most likely fibbed so that she wouldn't be reported for having a dog over the weight limit. Or the dog was poorly trained and needs to go back to the trainers.

All service dogs are desensitized to large groups of people, loud noises, traffic and other things that could startle the dog and cause it to 'flip out' which could hurt a person. If a service dog is in training it usually wears a bright jacket to signify its a service dog in training, which is everytime it leaves the house. And a service dog is fully trained before its released to its new owner. Does your friend have some sort of disability eg blind, deaf or some physical deformity. If she has no need of a service dog why has she got one? They are trained by proffessional trainers who would know how to deal with a situation like that, not the way she did.

If that was a service dog, then wherever it was 'certified' at should be closed. I know that at both Leader Dogs for the Blind and Guiding Eyes, they perform numerous tests-physical and otherwise- to determine if the dogs have what is takes. If the dog doesn't pass any of these tests, they are either washed out or career-changed. They don't allow a dog who is obviously terrified of people to continue in the program. If the dog was in training, it would be required to wear either a scarf/bandana or "saddle" that says that the dog is in training for such and such, and is also requiered to wear a tag provided by the service on its collar. I believe that your friend was not being honest with you.

um, geeze, that dog cannot do that if it is a service dog. You see that doesn't make since to me, maybe she misspoke, because no service dog would have made it through the seeing eye service with that sort of fear. Maybe the dog is a service dog in training and she said that is was a service dog, because of course, service dogs need complete socialization, but hey, maybe she was just lying.

I will not talk about the fact that the dog is not in training.. everyone else has. However, the new thing I will add to his discussion, is that the dog sounds like he is abused in some way. They should not be that afraid of people unless there is a good reason

Service dogs are supposed to be friendly with people.
was the dog wearing a jacket that says "service dog"?
that is the indication that this dog can go anywhere with it's owner.

i totally agree with you
either your friend was lying and it wasn't a service dog
or it was a poorly trained service dog that wasn't from a certified instituiton
certified dogs usually have some sort of "shirt' on them
