You will need to contact law enforcement, to report the hit and run, and also to give the info you have. They will not tell you who is the owner of that plate, it is illegal to do so. Don't be trying to handle a hit and run accident by yourself, many things could go wrong.

call the highway patrol, they'll run a plate for ya.
