i heard i need to download lame?

is there another encoder?

or is it only lame? if so, where do i download it?

You will need LAME. See the following link for instructions:

You may already have LAME on your computer - you can try searching (Windows Key+F) for lame_enc.dll, and then just point Audacity to that file.
