If God created the universe and everything in it, isn't he responsible for the contents of it?

God gave us the right to choose what we believe-free will. It a choice that has to be made by each person individually. Every person has many opportunities in a lifetime to make the decision to believe in Christ and accept the gift of salvation from God. Any person who rejects God is making the choice for eternal damnation. He stands at the door and knocks and waits for an invitation from you to enter. He will not knock down the door and force his way in.

God is not only omniscient but forgiving, loving and just. He will forgive our limitless sin nature with His infinite grace no matter how bad we have been in the past. He loves us unconditionally even when we reject Him, slander Him, spit on Him and turn our backs on Him. Finally, He is just. He gives us free will so that we can have a wonderful, open and fulfilling relationship with Him. However, being just also means that He holds us responsible for choosing to reject Him. Thus Hell was created as a place of complete and total absence of God's grace, and therefore complete hopelessness, pain and agony.

Because they choose to reject the Gift of Jesus! Yes, God wants a relationship with all, but not everyone will accept His free gift. The subject of predestination is a great one, but can go pretty deep.
