If the information is not common knowledge, you always cite. Even if you've put it into your own words, you still took someone else's idea. In this instance, you would cite it without any quotes. This is what is called an 'indirect quote.'

It could be considered plagiarism if it is a unique idea presented only by one or two expert sources. If it is general knowledge then you don't have to cite it. If you're not sure whether or not the information is general knowledge, you probably should cite it. It's better to be safe than sorry in this situation.

If you got the idea from a source...no matter how you reword it into your own....you have to cite it. A common mistake is thinking plagiarism is about copying someones words, but it is taking their idea or thought....no matter how you reword it. If you read that Joe Blow was a great basketball player and then you say "Joe Blow was an excellent athelete", you have to state how you know that info.

As long as the words are really different from the original authors then it is not Plagiarism.

No, plagiarism is when you exactly copy someone else's work and claim it as your own. If they wrote a book, then they're allowing anyone to use their ideas.

I hope this helps!! =)
