The best thing that he can do is to see a doctor. The doctor will be able to determine what is causing it and how it can be treated.

Your father should check with his doctor right away.
Diabetics are prone to have bruises in the extremities. This is caused by poor circulation tie the arms and legs.
Heart patients may have water retention in the extremities too. Especially in the legs. Swelling is one of the symptoms.
Check the the doctor before it gets worst. Do not use heating pad or hot water bottle. Ice pad may help to reduce the swelling down until he can get to the doctor.

If he has any pain as well, get him to the hospital as it could be a blood clot.

Even with no pain, it could be an early sign of a heart problem. On the other hand, it might well be less serious.

go to a doctor immediately. the swelling maybe caused by a clot in one of his arteries, not surprising since he is diabetic and has a heart conition, and must immediately see a medical physician. im a doctor if that helps.

You would want to take him to the hospital unless you know why it's bruised. It might have something to do with him being a diabetic also. Hope it's nothing serious!

He needs to see his doctor right away. What is happening is he is not getting circulation in that hand.

If you are in the UK contact NHS direct or call the GP. It is possible that he has a circulation problem.

he needs to go to the ER. he has lose of circulation for some reason... could be a blood clot or anything
