To keep the water out. Water is the No. 1 enemy of concrete.

Sealing it will keep the water from getting into the reinforcing steel and rusting it, which will crack the concrete and render it useless.

And if the concrete is exposed to cold weather, keeping the water out is important because water freezing inside cracks will expand and make the cracks bigger.
