Think about this: You can't know what is truly in someones heart, where their actions stem from, what their past has been, what wounds lay deep within.
Not to say you need to let her drag you down, or what she is doing is OK because of what might be in her past. But maybe you could pity her? That could lead to love. Christ loves all of us, not in our sins, but because He knows what we can be when united to Him. Christ knows our true condition and how horribly fallen we are and truthfully, we're no better than she is - she just hasn't found the Way out yet. Yes, develop a pity for her - a true sorrow for her condition - and that will lead to love. Ask God to help you change toward her.

Love the person, not the sins. The bible never says that you have to like your neighbor, just that you love them because despite there sins, they are still children of God.
In the book of Romens it says: For ALL have sinned and fallen short of the glory of God.
Matthew:5
43"You have heard that it was said, 'Love your neighbor[h] and hate your enemy.' 44But I tell you: Love your enemies[i] and pray for those who persecute you, 45that you may be sons of your Father in heaven. He causes his sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous. 46If you love those who love you, what reward will you get? Are not even the tax collectors doing that? 47And if you greet only your brothers, what are you doing more than others? Do not even pagans do that? 48Be perfect, therefore, as your heavenly Father is perfect.
It pretty much means that, unless you are perfect, then you have no right to judge this person.

Tell her (when she is sober) that you love her, but you cannot keep going through this with her anymore. When she wants help you will be there for her, but until then you cannot be friends with her anymore.
Jesus says for us to love them, but we can't continue to let them drain us. We cannot be any good to anyone else if we've got nothing left to give. There comes a time when you have to say enough is enough. You've done the best you can and Jesus loves US too much to let us get too burned out.. Maybe that will be the nudge that she needs to seek help. Continue to pray for her.

Show someone the love of Jesus is always a good thing to do. However, if your neighbor is not interested in learning more about Jesus then it's time to move on. When they are ready...they will seek you out.

You can love someone without having to deal with them. It is not given to us to try to change people, only God can do that. Everyone is a product of their own choices and no one is perfect, but without a want to improve all you can do is pray for them.

Judge not, lest ye be judged.
In other words, unless she's starting something directly with you, mind your own business. If she does start something directly with you, turn the other cheek. Loving your neighbor doesn't mean you have to be at fellowship or approve of him, it just means you have to accept that he is also a child of the loving God.

remember that everyone deserves respect. deep down inside, we're all the same. this is corny, but the golden rule: treat others like you would like to be treated. your neighbor seems to be clearly troubled, but was made in the Image of God.

You are to love, but you can't fix that person. God is the one who is the judge. Their sins they are committing are no different than you sin of greed or lust, or whatever it is we as humans do.
